thinking (576 chars)
Interesting: 13264 and 14044 not found — they were the same processes as 45360/21316 (wmic listed duplicates with different PIDs? No...). Anyway: killed one runserver and one watchdog. But there's STILL a listener on 127.0.0.1:8000: PID 29136. And 0.0.0.0:8000 PID 33528 is the user's other server (leave it).
PID 29136 — another runserver I didn't know about? That's likely the server from the earlier respawn in the conversations-fix round (before this monitoring work). Let me check what 29136 is, kill it if it's a runserver, then spawn exactly one server + one watchdog.
One more runserver still alive (PID 29136). Checking and cleaning it, then a single clean spawn.
