← Session 15 — Webserver start

Start the Django dev server detached per RH-WEBSITE.md §6.2: sandbox disabled, DETACHED_PROCESS, log to web/logs/server.log. Use the pattern from memory: long runs must be detached.
Command per doc:
```
cd D:\Python\Quantum && ./.venv/Scripts/python.exe web/manage.py runserver 127.0.0.1:8001 >> web/logs/server.log 2>&1
```
with DETACHED_PROCESS. On Windows via bash shell, need to spawn detached. Previous sessions used a python subprocess.Popen with DETACHED_PROCESS. Let me write a small one-liner:
python -c "import subprocess,sys; subprocess.Popen([r'.venv/Scripts/python.exe','web/manage.py','runserver','127.0.0.1:8001','--noreload'], stdout=open('web/logs/server.log','ab'), stderr=subprocess.STDOUT, creationflags=subprocess.DETACHED_PROCESS|subprocess.CREATE_NEW_PROCESS_GROUP)"
Note doc says server runs --noreload (§6.5). The §6.2 command doesn't show --noreload but §6.5 says server runs --noreload. Include it.
First check if server already running (healthcheck). Could run healthcheck --restart which does everything: `./.venv/Scripts/python.exe web/healthcheck.py --restart`. That checks /api/health and restarts if unreachable. That's the documented session-start. But it may not exist? File map lists healthcheck.log; §6.1 references web/healthcheck.py. Use it — simplest and documented.
Run with dangerouslyDisableSandbox since detached spawn needs sandbox disabled per memory.
Per RH-WEBSITE.md §6.1, I'll use the healthcheck with `--restart` — it starts the server if unreachable and verifies all routes.
